CROW 500 requires me to draw up a risk assessment, now what?

As of January 1, 2022, every organization involved in an excavation process in the Netherlands is obliged to make a risk inventory in the context of CROW500 to prevent excavation damage.

A risk is the probability that a potential hazard will result in an actual incident and the severity of the injury or damage that results. You can, as it were, calculate a risk by determining the probability x the effect.

The chance that a high-pressure gas pipeline will be hit when laying fiber optic at a depth of 60 centimeters is small, but the consequences could be enormous if damage occurs.

If there are many crossing cables and pipes in the ground within a project area, we know from research and experience that the risk of excavation damage is greater than if cables and pipes are only located lengthwise. During work in which cables and pipes are laid at greater depths, the risk of damage is greater because the volume is higher.

We take into account a large number of parameters such as the number and type of cables and pipes, the type of work, soil type, groundwater level, above-ground objects and past damage. Smart algorithms make a calculation for this.

What does the Telecom Agency test for?

The telecom agency checks, among other things, whether the risk inventory has been drawn up, analyzing whether the proposed excavation activities lead to conflicts with the underground infrastructure based on the area information obtained from the Land Registry.
